From the USCG, JaxPort is closed ("ZULU") which would delay cruise sailings until it reopens:

JAXPORT/TROPICAL STORM FAY UPDATE – PORTS OF JACKSONVILLE AND
      FERNANDINA

Fay moved very little over night and we remain under a Tropical Storm Warning. Some strengthening is possible
while the storm remains over water, but the official forecast calls for westward movement of Fay throughout the
day with diminishing strength. The predicted slow movement could mean that the Jacksonville and Fernandina
area will see heavy rain and strong winds for the next 24 hours.

The Ports of Jacksonville and Fernandina will remain in Port Condition ZULU until the threat of sustained
tropical force winds has passed. As soon as it becomes apparent that Fay no longer threatens our ports with high
winds, we will look for an opportunity to re-open the port; even if heavy rain persists. If the current forecast track
holds, I expect that we will be able to conduct damage assessments and channel surveys in time to open the port
      on Friday.
