I'm about 20min from the coast, that pic was taken in Galveston, you might have seen footage of Geraldo Rivera getting knocked down and washed across the street during Ike, well, this was the same area that happened. Right on the other side of those parking spots is a 13ft drop to the beach. so during Ike the water was up and running across that 13ft high sea wall.

Communities that build things like that sea wall, or who build houses on sticks above cliffs in earthquake country are just asking for it.

Interesting.... I'm only 5 minutes away from the beach.
